International External Peer Review Committee highly commends OIST’s interdisciplinary research model and scientific achievements
The third International External Review of the Okinawa Institute of Science and Technology (OIST) has recently been completed, and the committee’s report summary has now been released. Since OIST’s establishment, evaluations conducted by an independent committee of external experts have served as an important mechanism for assessing the institution’s progress toward achieving its vision and mission. The first review was conducted in 2015, followed by the second in 2019. The latest review took place between March and May 2026.
The External Review Committee consisted of eight distinguished scholars and university leaders who assessed OIST across five key areas: governance and management; research and education; intellectual property, technology transfer, and innovation; organization and infrastructure; and financial foundation and sustainability.
The committee highly praised OIST’s distinctive model, which includes its non-departmental organizational structure, principal investigator-centered research system, use of English as its official working language, and ability to recruit outstanding talent from around the world. The reviewers noted that these features continue to provide OIST with a sustainable competitive advantage.
The report also highlighted OIST’s strong research performance, noting that more than 12% of its publications rank among the world’s top 10% most-cited papers, nearly double the overall average for Japan. In summary, the committee concluded that “OIST has demonstrated the effectiveness of its unique model based on its founding principles, produced world-class research outcomes, and established a strong institutional foundation for its next stage of growth.”
Looking ahead, the committee identified sustaining OIST’s strengths while ensuring steady development as the institution’s highest priority. To achieve this, the report emphasizes the importance of strengthening research clusters in strategic priority areas, securing a stable and adequate financial foundation, and preserving and further developing the academic culture that has underpinned OIST’s success to date.
