A native of Okinawa, Isaku Higa is an accomplished Chief Financial Officer with advanced professional and leadership experience at large and complex institutions as well as at small/medium sized dynamic enterprises in multi-cultural, international environments in Japan, the United States, and Europe. He has held positions at Citibank, KPMG, Tokai Bank (now part of MUFG Bank), the International Finance Corporation (IFC, the private sector funding arm of the World Bank Group), and the Comprehensive Nuclear Test Ban Treaty Organization (CTBTO, a United Nations organization), primarily in the areas of financial management, budget and strategy formulation, financial reporting, regulatory reporting and compliance, financial system implementation, and digital transformation projects. He is well versed in IFRS, IPSAS, US GAAP, and Japanese accounting standards and has experience in managing procurement, logistics, and human resources functions in international public sector organizations. Mr. Higa will leverage over 30 years of global experience to support OIST as it moves into the next decade of development.
