Pursuant to the Whistleblower Protection Act and PRP 23.4.1.1, OIST S.C. has established the following contact points for reporting misconduct.
1. Misconduct Subject to Reporting
The following misconduct committed by officers, employees, students, or any other individuals engaged in OIST S.C.'s activities may be reported. Personal complaints or grievances that do not constitute violations of laws or regulations are not subject to reporting.
- Violations of laws and regulations listed in the Appendix to the Whistleblower Protection Act and related Cabinet Orders.
- Violations of the OIST S.C.'s rules and regulations.
- Misuse of public research funds.
- Misconduct in research activities.
2. Who May Make a Report
The following individuals may submit a report:
- Officers of OIST S.C.
- Employees (including temporary agency staff)
- Former employees who left OIST S.C. within the past year
Reports submitted by students and vendors (including freelancers) doing business with OIST S.C. will also be handled in accordance with procedures equivalent to those applicable to protected disclosures.
3. Protection of Whistleblowers
Whistleblowers are protected under the Whistleblower Protection Act and PRP 23.1.1. They will not be dismissed or otherwise disadvantaged for making a good[RM1.1] faith report. Individuals who cooperate with an investigation are afforded the same protection.
If a whistleblower is subjected to retaliatory treatment as a result of making a report, he or she may file a Retaliation Complaint with the Secretary General pursuant to PRP 23.2.3.
Information concerning the whistleblower and the contents of the report will be shared only with those directly involved in handling the report.
4. How to Make a Report
Reports may be submitted by:
- Written document
- Telephone
To facilitate a prompt investigation, whistleblowers are encouraged to use the Whistleblower Report Form whenever possible.
5. Contact Points
(1) Supervisor of the Person Suspected of Misconduct
- If the respondent is an employee: A senior employee in the employee's office or department
- If the respondent is a student: The student's academic supervisor or the Dean of the Graduate School
- If the respondent is a faculty member: The Dean of Faculty Affairs
(2) Internal Contact Points
Depending on the type of misconduct, reports should be submitted to the following internal contact points. Reports may be transferred to the appropriate responsible division or section as necessary.

- Reports concerning onflicts of interest may be submitted to the Secretary General or the Rules and Compliance Section Leader.
- Reports concerning harassment or personnel disputes may be submitted to the Vice President for Human Resources (VPHR) or through the RWAH Hotline.
