Talent Acquisition Manager
Division/Section overview:
The Recruiting Section is responsible for hiring talented individuals for OIST's research support and administrative divisions. Through a vast network of domestic and international contacts, the section identifies skilled professionals from diverse fields and efficiently places them in positions that will serve as the foundation for achieving OIST’s vision.
Position summary:
The Talent Acquisition Manager, reporting to the HR Director, will be responsible for creating and executing innovative recruitment strategies that align with OIST's long-term HR strategies. This includes analyzing the latest recruitment trends and internal needs and making necessary changes to the methods and processes used to acquire talent. The objective is to attract diverse, inclusive, and global talent that aligns with OIST's unique backgrounds. The Talent Acquisition Manager will work closely with the Vice President of Human Resources to optimize the University's human resources. Additionally, this role involves managing the department, developing and managing the budget, and overseeing the team's members.
The Okinawa Institute of Science and Technology Graduate University was established in 2011 to contribute to the development of science and technology worldwide and to serve as a hub of innovation in Okinawa. OIST is a dynamic new graduate university of science and technology in Okinawa Prefecture, Japan which offers a 5-year PhD program and brings together outstanding researchers from across the country and across disciplines to conduct cutting-edge scientific research.
The university is located on 85 hectares of protected forestland overlooking a beautiful shoreline and coral reefs. The campus is striking architecturally, and the facilities are outstanding. To facilitate multidisciplinary research, there are no academic departments. Outstanding resources and equipment are provided and managed to encourage easy access and collaboration.

- Develop and implement a recruiting strategy based on the OIST's strategy and the HR strategy
- Analyze trends in recruiting methods and internal needs to significantly enhance recruiting processes.
- Promote organizational diversity and inclusion and focus on attracting talent from a global perspective
- With the support of the Vice President for Human Resources, research, evaluate, and optimize the distribution of human resources across the University
- Develop sectional budgets and coordinate with relevant divisions
- Establish and implement short, medium and long-term KPI
- Promote the development of flexible working arrangements to attract and retain the best talents.
- Manage section members
- Perform other duties as assigned by the HR Director and VPHR
(Required)
- Experience of progressive leadership in HR positions (10+ years preferred, including minimum 5-year experience in recruiting from a wide range of talent pools).
- Demonstrated expertise in applicant sourcing and contract management systems with the ability to learn and adopt new/cutting-edge technologies quickly.
- Expertise in HR compliance, job classification, compensation, workforce planning, and leadership development.
- Knowledge of the various Japanese labor laws and practices
- Demonstrated commitment to building a diverse and inclusive organization
- Customer-centricity and Outstanding interpersonal relationship-building skills
- Excellent written and spoken communication skills in Japanese and English

- Experience working at a university or research institution
In accordance with the OIST Employee Compensation Regulations
Expected Annual Salary: 8,800,000 yen
*This amount represents the median annual salary for this position, which will be determined based on your experience and skills in accordance with the OIST Employee Compensation Regulations.
