Financial Planning and Analysis (FP&A) Specialist
The Division of Financial Management (DFM) is strengthening its financial planning, management, and reporting frameworks and capabilities to address the rapidly increasing organizational complexity in supporting leadership and governing bodies while upholding the highest standards of integrity, transparency, and accountability. We are seeking several high-caliber talents to support the management in leading the transformation. In this context, we are hiring a nimble, hands-on Financial Planning and Analysis (FP&A) Specialist to bring subject-matter expertise and help lead this transformation.
The Okinawa Institute of Science and Technology Graduate University was established in 2011 to contribute to the development of science and technology worldwide and to serve as a hub of innovation in Okinawa. OIST is a dynamic new graduate university of science and technology in Okinawa Prefecture, Japan which offers a 5-year PhD program and brings together outstanding researchers from across the country and across disciplines to conduct cutting-edge scientific research.
The university is located on 85 hectares of protected forestland overlooking a beautiful shoreline and coral reefs. The campus is striking architecturally, and the facilities are outstanding. - Support the Vice President of Financial Management and the Senior Manager of the Budget Section to lead:
• Revamping of the annual budget planning process and associated management reporting.
• Development and implementation of financial strategy under the emerging operating environment with diversified funding sources.
• Development and implementation of a matrix/multi-dimensional financial management framework, process, procedures, and reporting. - Perform a financial forecast and analysis regarding the income and expenditure of OIST to help advise on the efficient use of funds.
- Lead the development of a matrix-type budget planning and management framework at OIST.
- Support the Vice President of Financial Management and the Senior Manager of the Budget Section to coordinate/negotiate with internal and external stakeholders such as the Board, Executive Team, and the Japanese government.
- Other tasks as assigned.

(Required)
- Bachelor’s in business management, finance, accounting, business informatics, or related areas. MBA is an advanced.
- Minimum 7 years of relevant experience in budget planning, financial analysis, and/or financial reporting.
- Professional experience as in the field of Business Intelligence (BI) or related areas. Experience using BI tools such as SAP Analytic Cloud.
- Experience working with an ERP system (SAP preferred).
- Proficiency in MS Office (Word, Excel, PowerPoint), especially advanced Excel skills (e.g., pivot tables, functions, and charting) and making presentation materials for the executives.
- Business-level English proficiency (TOEIC score of 800 or above) and native-level Japanese proficiency.
- Excellent communication skills, with the ability to coordinate and collaborate effectively with relevant departments/governments, etc., strong problem-solving and negotiation abilities.
- High attention to detail and ability to perform tasks with accuracy.
- High motivation to be a professional in the overall fields of finance including budget, procurement, travel expense, and accounting.

Full-time, non-fixed term contract with 6 month probationary period (inclusive).
Scheduled Working hours: 9:00 – 17:30 (managerial)
