Vice President for Buildings & Facility Management

The position

Reporting to the Secretary-General, the Vice President for Building and Facilities Management (VPBFM) is a member of the Executive Committee and provides leadership and oversight for building and facilities maintenance and operations. The VPBFM leads teams responsible for design and construction projects, building operations, maintenance, grounds, custodial services, central power plants, on-campus housing/accommodation management, campus space planning, campus utility planning, and associated budget management.

About OIST

The Okinawa Institute of Science and Technology Graduate University was established in 2011 to contribute to the development of science and technology worldwide and to serve as a hub of innovation in Okinawa. OIST is a dynamic new graduate university of science and technology in Okinawa Prefecture, Japan which offers a 5-year PhD program and brings together outstanding researchers from across the country and across disciplines to conduct cutting-edge scientific research.

Responsibilities
  1. Provide leadership and oversight to develop and implement short, medium, and long-term building and facility maintenance and operations plans to improve and increase productivity, efficiencies, and cost containment with a focus on best practices, industry trends, sustainability, and innovative solutions for creating environments that are conducive to high-quality research teaching, learning, working and living environment.
  2. Work closely with the President and the relevant executives to lead the implementation of the OIST campus development plan, including but not limited to:
    • Find, negotiate, and liaise with financing partners (e.g., Public Private Partnership, Private Finance Initiative ).
    • Program and project management oversight and governance.
    • Liaise with municipality and central government officials.
  3. Devise tendering strategies and negotiate effectively for OIST, ensuring the best possible terms and results from architects, contractors, and vendors involved in the construction, maintenance, and operations of campus buildings, residences, and facilities.
  4. Work closely with the relevant OIST executives and stakeholders to oversee space allocation and utilization within the campus.
  5. Work closely with the Vice President of Financial Management in making government subsidy budget requests.
  6. Ensure the annual budget for facility development and operation is executed cost-effectively, rationally, and accountable.
  7. Participate in the governance of selection and implementation of the next generation of Enterprise Resource Planning (ERP) systems.
  8. Any other tasks assigned by the Secretary-General or President.
Qualifications

(Required)

  1. University degree Bachelor`s degree (Master`s degree preferred) from an accredited university with a focus on architecture, engineering, facility/construction management, building or real estate management, or building technology field
  2. At least fifteen years of experience in progressively responsible building and facility management positions, preferably at higher education or scientific research institutions, including ten or more years in a supervisory/managerial role and five or more years in the management of facilities in Japan.
  3. A record of leading organizational change and creating a facilities organization committed to optimizing operations, providing quality service, and delivering services cost-effectively and efficiently.
  4. Demonstrated ability to work effectively with stakeholders with conflicting interests requiring diplomacy.
  5. Experience managing building construction projects.
  6. Strong team management and coordination skills.
  7. Business-level proficiency in written and oral English and Japanese

(Preferred)

  1. Clear working understanding of utilities in a campus environment with knowledge of the crucial interrelationships between utilities, master planning, facilities planning, and sustainability.
  2. Clear working understanding and experience of information technology used in facility management.
