Enterprise Applications Manager

The Okinawa Institute of Science and Technology Graduate University (OIST; see www.oist.jp) is a dynamic new graduate university of science and technology in Okinawa Prefecture, Japan. The university is located on 85 hectares of protected forestland overlooking beautiful shoreline and coral reefs. The campus is striking architecturally, and the facilities are outstanding (OIST campus video tour). There are no academic departments, which facilitates multidisciplinary research. This role will see the successful candidate lead the Enterprise Applications Team to deliver and support business applications across a dynamic and growing university

The successful candidate will:

  1. Lead the team, be a trusted partner in business users, delivering enterprise applications services and support to the university
  2. Work with stakeholders to plan, design, develop, implement, operate and monitor practical enterprise applications and solutions to support the university's strategic goals
  3. Lead university-wide Enterprise Applications projects, ensuring technical and business processes issues were identified and addressed
  4. Formulate and manage budgets based on the National University Corporation Accounting Standards
  5. Comply with the laws and regulations of Japan and the university, and manage enterprise application's procurement and contracts
  6. Design SLA, negotiate terms and conditions with vendors in Japan or overseas, review and control services provided by vendors in Japan or overseas.
  7. Ensure all relevant enterprise applications documentation is produced and maintained, including version control
  8. Ensure the university meets all relevant information security, legal and regulatory obligations with the scope of enterprise applications
  9. Supervise, develop, and mentor staff
  10. Respect others and fulfill our responsibilities with a high sense of ethics.



  1. At least five years of experience in managing a team to deliver enterprise applications services
  2. At least three years of experience in ERP systems consultation, design, or deployment
  3. Excellent negotiation and interpersonal skills in Japanese, and ideally, English
  4. At least three years of experience in personnel evaluation of subordinates based on the organization's personnel system
  5. Demonstrated experience in the planning, development, implementation, and operation of enterprise applications at scale
  6. Demonstrated experience in change management
  7. The Japanese language must be equivalent to CEFR C2/BJT J1 or above, and the English language must be equivalent to CEFR B2 or above.


  1. PMP or other equivalent certifications
  2. Experience in managing the single-fiscal-year budgeting

As early as possible

Term & Working Hours 

Term: Full-time, fixed term appointment for 2 years. Contract initially with 3-month probationary period (inclusive). This contract may be renewed.

Working hours: 9:00-17:30
